Talents and new skills represent for the research system and for companies working in the Bari area the main challenge to support the economic and productive development of the sectors that the city considers strategic. In particular, the ICT sector and everything related to professions in high-tech sectors are part of the main investment strategy for human capital that we are planning. Today in Italy, but also in the major European nations, innovative companies and high-tech sectors find it difficult to find talent and specialized workforce. For this reason, a very close collaboration has been underway in Bari for years between the City, businesses and universities, in particular with the Polytechnic (for STEM degrees) and with all higher education institutions. For over 10 years there has been an advanced job center created by the Municipality of Bari (i.e. Porta Futuro-Bari), which represents an excellence in Italy for its matchmaking capacity between companies and workers. Porta futuro implements special projects that allow companies to get in touch with universities and schools to identify, train and integrate workers, including guided access to incentives for the recruitment and development of specialist skills.

Bari, and its universities have a long standing of excellence on computer science and related topics. In 1969 Bari was the second italian city after Pisa (started the previous year) to set up a MSc degree in computer science. Since then there has been  a continuous growth both in academic research and digital companies, often born out of graduates of the local universities, or by the establishment of branches of large national and international companies, attracted by the wealth of competences and the possibility to establish industrial research collaborations with University of Bari and Polytechnic University of Bari.

The italian university system foresees, as in most countries, three levels of degree:

  • Laurea (3 yrs) (eq. BsC),
  • Laurea magistrale (2 yrs) (eq. MsC),

Based on enrolments it is foreseen that these numbers will be increased in a range from 30% to 50% in the next three years.

Almalaurea surveys (Inter-university Consortium for statistical surveys on universities and graduates) show that graduates of the Polytechnic represent, with the national primacy (and best historical result for the Polytechnic), the highest percentage of employment (96.5%) among Italian universities.
In Bari, thanks to the two universities present on the territory, Politecnico of Bari and University of Bari, new programs of specialized training and collaborations between universities and companies for the integration of students in the specialized workforce are constantly being created.

Only in the last 3 months:

  • Pirelli has invested and announced in May 2022 the opening of a Digital Solution Hub for Pirelli group with 50 hires by 2025 for the data science, AI and machine learning area.

In addition to the important role of the two Universities, there are the local programs continuously launched for the development of vertical skills in data science and AI, including a post degree master in data science jointly organized by University and Politecnico of Bari and the “Master in Data Science & AI” organized by Talent Garden with the support of Eni (a world leader in energy production), and designed to train new Data Scientists.

Also, in Italy, there are specific participation foundations, called ITS (Higher Technical Institutes), in which the technical or professional Institute that has promoted the establishment acts as a reference body, in collaboration with local authorities, accredited training facilities, enterprises, universities or scientific and technological research centres. Therefore, they operate in the territories where they are also present as aggregators of instances related to specialized and professionalizing training.

ITS are characterized by a constant and direct presence of the business system within them: they are not only members of the Foundation, but also intervene in the various stages of the training experience: at least 50% of the total hours of training is provided by teachers from the world of work and for at least 30% of the total number of hours (usually 2,000 total hours) there is a mandatory internship in the company for the C.D. “teaching experience”.

Currently, six ITS Foundations related to four of the six Technology Areas operate in Puglia:

  • n. 2 Foundations in the Area SUSTAINABLE MOBILITY (areas: production and maintenance of means of transport and/ or related infrastructure; management infomobility and logistics infrastructure)
  • n. 2 Foundations in the Area NEW TECHNOLOGIES FOR MADE IN ITALY (agri-food system; mechanical system)
  • n. 1 Foundation in the Area INNOVATIVE TECHNOLOGIES FOR CULTURAL HERITAGE AND ACTIVITIES (tourism and cultural activities)
  • n. 1 Foundation in the Area INFORMATION TECHNOLOGIES AND COMMUNICATION (methods and technologies for the development of software systems).
  • Recently, Regione Puglia has recognized a new Foundation in the Area NEW TECHNOLOGIES FOR MADE IN ITALY within the fashion system.

The ITS Digital Maker, located in bari, manages applied two-years courses on digital science, applied AI and ML with an annual outcome of approximately 150/200 graduates per year.

Mobility

In November 2021, according to a ranking provided by the Nestpick housing search platform, among all Italian cities, Bari was in the top positions, for digital nomads and smart workers, with its reasonable cost of living and the advantageous offer of accommodation.

Even Nomadlist, one of the most numerous and important community of smart workers in the world, mentioned Bari among the best for remote work (overall vote 7/10), as extremely livable: safety (9/10), relatively low cost of living (8/10) good opportunities for recreation and entertainment (7/10), excellent internet connections (9/10).

WorkMotion, a company specialized in offering new employment solutions and new ways of working, confirms that Bari is the Italian destination to be privileged. The city is in 32nd place in the ranking “The best cities that facilitate distance work: a global index”, in first place among Italian cities. WorkMotion has examined eighty metropolises around the world to determine which are the most attractive for remote workers, based on the ease for companies to hire workers not in the presence, the cost of living, infrastructure and liveability. In particular, Bari has shown particular strength for the reasonable cost of living, the price and availability of rentals and for accessible mobility (cost of urban public transport and fuel price).

In 2020, foreign residents accounted for 4.2% of the total resident population.

In particular, between 1 January 2011 and 1 January 2020, the presence of immigrants with extra citizenship EU in the metropolitan city of Bari has grown more consistently than that recorded at the level national: + 12.5% compared to + 2.3%. The last year, however, points out, in line with the overall trend national, a decline in attendance of 7.8%.

Education and Research

The city of Bari and its metropolitan area hosts two large public universities (University of Bari and Polytechnic University of Bari), a private university (LUM Jean Monnet), 11 research institutes of the National Research Center, the Institute International Agronomic Mediterranean (IAMB), the Niccolò Piccinni Music Conservatory and the Academy of Fine Arts for a total of 80,000 students and 2500 researchers.

The network of universities and research centers guarantees excellent coverage in the fields of Information Technology, bio-medicine, physics, agronomy, mechanics, engineering, aerospace with over 120 degree courses in the main humanities and STEAM disciplines.

The research network includes 19 public and private applied research centers active in the fields of aerospace, sensing, genomics, biotechnology, artificial intelligence; technology transfer centers; fab labs; 3 business incubators; co-working hubs and science and technology parks.

English fluency

Knowledge of the English language represents a transversal competence for university students and especially for those of the Polytechnic of Bari. For this reason, in addition to the language laboratories present in the two universities of Bari, that carry out courses for the acquisition of language certificates, there are several degree courses held entirely in English.

All students enrolling in MSc courses of both public universities must have at least a B2 english certification. Almost all MSc courses and all Ph.D. courses related to digital degrees are held fully in english Furthermore, Porta Futuro organizes language courses for students, citizens and above all for companies to adapt the skills of the staff to the needs of linguistic knowledge.
